The American Recovery and Reinvestment Act of 2009, nicknamed the Recovery Act, was a stimulus package enacted by the 111th U.S. Congress and signed into law by Obama. Obama claimed that the stimulus money would fund "shovel-ready projects." During an interview with The New York Times, September 2010, Obama said, "there's no such thing as shovel-ready projects."
