Concerned about the growing city debt, Honolulu City Council Budget Committee Chairwoman Ann Kobayashi did her best to pull in the reins on city spending. As the budget approached a final vote, most of the Harris administration budget requests had been restored. But that wasn't enough for an administration used to having its way all the time. While Jeremy was out of sight, for reasons we would later learn, city Managing Director Ben Lee, threatened that if all the budget cuts were not restored, city programs like the Christmas city lights and pothole repair might be in jeopardy.
