Honolulu Mayor Jeremy Harris has managed to balance the city budget by borrowing more and more. He has borrowed money to pay off borrowed money, continuing to push the city's debt further into the future. This practice has now created a ticking time bomb of city debt. It is estimated that by 2008, the city will be paying more for debt service that it will for police and fire or for anything else! But hey! Why should Jeremy care? He's off to be governor anyway.
