
On January 23, 2003, a shaky Jeremy Harris delivered his state of the city address. Jeremy:
"Eight years ago, I pledged to undertake a crusade. A crusade to establish Honolulu as the most
livable City in the world. Our first goal was to enhance the quality of life on Oahu. Through
the hard work of thousands of community leaders and our city team - we've done just that."
Less than two weeks later, Hawaii was reported to have the worst-maintained roads in the nation.
Evidently, for Jeremy, a "most livable City" and an enhanced quality of life don't include
well-maintained city roadways.
The Harris administration neglected city road maintenance for
