Walter Kupau was the very colorful, Don Corleone-like leader of the Hawaii Carpenters Union, the state's largest union. Kupau knew he could count on Jeremy to deliver those make-work city construction contracts, and Jeremy could use the union endorsement. It was rumored that Kupau might even jump into the campaign.
