Frank Fasi wanted to take another shot at the governor's race, his fourth attempt. To do this, he would have to resign as mayor midterm. By default, Jeremy would become "acting" mayor and could run as the incumbent in a special election to serve out the remainder of Frank's term. The two made a deal to support each other in their respective races. Frank upheld his end of the bargain, but Jeremy later stabbed Frank in the back by refusing to endorse his candidacy. At the time, some voters' worst nightmare was that Frank would be governor and Harris, mayor. Half of the nightmare came true. Honolulu Weekly 3-30-1994
