Bob Watada, executive director of the state Campaign Spending Commission disclosed in November of 2001, that five companies and individuals would be fined for making illegal contributions to the Harris campaign. But these five violators were just the tip of the iceberg. At least sixty more companies were being scrutinized for similar violations. Many of these companies had received huge city contracts.
