On September 5, 2002 an Oahu grand jury was convened to begin an investigation into the 2000 political campaign of Honolulu Mayor Jeremy Harris. The 13-member investigative jury led by City Prosecutor Peter Carlisle, subpoenaed several current and former Harris department heads and the executives of several architecture, engineering and construction firms doing business with the city.
