Gary Rodrigues and Walter Kupau, leaders of two powerful Hawaii unions, the United Public Workers Union and the Carpenters Union, supported Jeremy in his previous mayoral campaigns. Some might even say they had delivered the votes. Amidst much speculation that Jeremy would resign as mayor to run for governor in 1998, Gary and Walter publicly expressed their disapproval and told Jeremy not to expect their help if he chose to run.
