As the 1998 election year approached, Jeremy was preoccupied trying to decide if he should run for governor. Meanwhile, city officials were arrested for stealing $5.7 million of city funds in the Ewa Villages scandal. Jeremy tried to head off any investigation into the Ewa Villages matter by denying access to information requested by city council members and others, but by now it was too late.
